Key Advantages of the MOU Labor Import System:
- Cost Efficiency & Skilled Workforce: Significantly reduces labor costs while providing access to a skilled workforce. Workers possess comparable technical skills to Thai laborers but demonstrate greater patience and operational flexibility. (Ref: Page06-011)
- Stable & Renewable Contracts: Employment is structured under a clear 2-year contract, renewable for multiple cycles (e.g., up to 4 years total). Workers can be recontracted in successive cycles until reaching the age of 55, ensuring long-term workforce continuity. (Ref: Page06-05)
- Streamlined Compliance & Management: The documentation and regulatory process under the MOU system is more efficient and manageable compared to other foreign labor hiring frameworks. (Ref: Page06-022)
- Lower Employee Turnover: Demonstrates a significantly lower turnover rate (Turnover) than both Thai workers and other foreign labor groups (e.g., Nationality Verification, Pink Card systems). (Ref: Page06-06)
- Enhanced Security & Reliability: Includes pre-employment screening of workers' criminal histories prior to deployment, adding a layer of security and reliability for employers. (Ref: Page06-033)
- Employment Stability: Provides a stable and predictable employment relationship as defined by the contractual terms of the MOU. (Ref: Page06-07)
- Year-Round Operational Capability: The system allows for continuous recruitment and operational activity throughout the entire year. (Ref: Page06-04)
- Adequate Labor Supply: Ensures a sufficient and consistent pipeline of workers and applicants to effectively meet ongoing labor demands. (Ref: Page06-08)
