LOOING FOR SUITABLE?
Memorandum of Understanding (MOU): Advantages for Foreign Labor Recruitment
A Memorandum of Understanding (MOU) is a formal written document expressing the mutual intentions of two or more parties to cooperate under specified conditions. It establishes a framework for collaboration and signals a firm commitment to its terms, though it is typically a non-legally binding agreement. Often called a "Memorandum of Cooperation," an MOU serves as official proof of support for collaborative efforts, including the sharing of resources, knowledge, and personnel between organizations.

  • Stable & Renewable Contracts: Employment is structured under a clear 2-year contract, renewable for multiple cycles (e.g., up to 4 years total). Workers can be recontracted in successive cycles until reaching the age of 55, ensuring long-term workforce continuity. (Ref: Page06-05)
  • Streamlined Compliance & Management: The documentation and regulatory process under the MOU system is more efficient and manageable compared to other foreign labor hiring frameworks. (Ref: Page06-022)
  • Lower Employee Turnover: Demonstrates a significantly lower turnover rate (Turnover) than both Thai workers and other foreign labor groups (e.g., Nationality Verification, Pink Card systems). (Ref: Page06-06)
  • Enhanced Security & Reliability: Includes pre-employment screening of workers' criminal histories prior to deployment, adding a layer of security and reliability for employers. (Ref: Page06-033)
  • Employment Stability: Provides a stable and predictable employment relationship as defined by the contractual terms of the MOU. (Ref: Page06-07)
  • Year-Round Operational Capability: The system allows for continuous recruitment and operational activity throughout the entire year. (Ref: Page06-04)
